Sejarah Ringkas Jabatan Daerah Belait

Daerah Belait adalah daerah yang terbesar diantara empat-empat daerah di negara ini yang mempunyai keluasan 2791.368 km persegi. Daerah Belait mempunyai 8 buah mukim iatu :

1. Mukim Kuala Belait               - 80.502 sq.km

2. Mukim Kuala Balai                - 295.3398 sq.km

3. Mukim Seria                          - 168.730 sq.km

4, Mukim Liang                          - 142.781 sq.km

5. Mukim Bukit Sawat                - 303.306 sq.km

6. Mukim Labi                           - 361.804 sq.km

7. Mukim Sukang                      - 812.245 sq.km

8. Mukim Melilas                       - 602.803 sq.km

Pusat Pentadbiran Daerah Belait dahulunya terletak di Mukim Kuala Balai yang mana ditubuhkan dalam tahun 1926 dan ditadbir oleh seorang Pegawai Daerah Belait yang pada ketika itu Yang Mulia Pengiran Dato Shah Bandar Pengiran Anak Hashim.

Dalam Tahun 1929 setelah minyak ditemui di Pekan Seria, Pusat pentadbirannya pun berpindah ke kawasan Kuala Belait yangmana bangunannya terletak di Jalan Mckerron pada masa ini. Pada ketika itu Pegawai Daerahnya ialah Yang Mulia Dato Shah Bandar Abang Seruji. Sistem Penolong Residen mula diperkenalkan dalam tahun 1930 sehingga dalam tahun 1960 seorang anak tempatan pertama telah dilantik menjadi Penolong Residen Daerah Belait yang pada ketika itu Yang Mulia Pengiran Haji Abu Bakar.

Dalam Tahun 1984, Pusat Pentadbirannya berpindah lagi ke bangunan barunya persebelahan dengan bangunan lama di Jalam Mckerron sehingga ke hari ini. Pegawai Daerah Belait yang sekarang ialah Yang Mulia, Awang Matusin Bin Orang Kaya Sura Haji Tuba.

THE Brunei Forestry Department improving recreational parks

THE Brunei Forestry Department is continually improving recreational parks in the Sultanate to further entice the people to go back to enjoying nature.

Speaking to The Brunei Times , Senior Forestry Officer Noralinda Ibrahim said yesterday the Brunei Forestry Department was tasked not only to preserve the woodland and at the same time promote recreational activities through the establishment of forest recreational parks throughout the Sultanate.

She said that one of the policies which had been adopted by the government under the Brunei National Forestry Policy was to ensure that some of the forested areas would be designated for recreational purposes. 

And ensuring the availability and safety of these recreational parks is one of the tasks fulfilled by the Brunei Forestry Department, she said. 

"In this regard, the government has set aside different types of forest and converted them into forest recreational parks," she added. 

Noralinda added the reason why these parks were under the Brunei Forestry Department was because they were situated within the area of a forest reserve and each park has a uniqueness which showcase not only outdoor recreation activities but also being promoted as eco-tourism destination.

She added that these parks within the forest were built for educational purposes as these serves as outdoor laboratories for researchers and scientists. 

When asked about the budget in maintaining as well as further expanding the recreational parks, Noralinda said, "All the forest recreational parks are given substantial sum of a budget under the National Development Plan. The development of each park is done on a priority, depending on the budget allocation for each year."

"The parks are given a lump sum budget as mentioned it all depends on the development project that are being proposed during a five-year plan."

"Upgrading and enhancing the parks are part of our development strategy," she said. "Development for all the parks depend on its use and public requirement," Noralinda added. 

To date, the Brunei Forestry Department is managing a total of nine recreational parks in all four districts. These include Bukit Shahbandar, Berakas and Bukit Subok in the Brunei-Muara District; Pulau Selirong and Temburong in the Temburong District; Sungai Liang and Luagan Lalak in the Belait District; Tumpuan Telisai in the Tutong District, as well as the Ulu Temburong National Park.

Brunei Holidays : Fishing Spot at Teraban River

Holidays in Brunei, Are you guys looking for the new spot for fishing in the Belait Brunei? Well, you read the post right here. This morning me and Shazana's Production crew have make a documentary for the Brunei Darussalam Interior Ministry.In This morning my boss asked me to bring them to the Sungai Teraban (Teraban River) for filming "one village one product". After filming in one of the houses in this village, we went to the next location where a new fishing location in opened at the Sungai Dua, Kampung Sungai Teraban Belait Brunei.

Its my first time coming to this place. Let me describe few things about this place .. Its located at Jalan Sungai Dua, before the intersection Sungai Teraban oil station. Actually there is no provide parking space here, but you guys have to park your car just beside the way. There are two cottages here  is connected by bridge .. So for anybody who the fishing interests, you can just fishing here and its FREE .. 

If you like fishing too its OK, the view of this cottage was facing the South China Sea and I would say that the wind here was comfortable, I'm not fishing fans but if you just take the wind here was best nevertheless.

just for a quick recap guys, amenity provided here is in-sponsored by three local villagers spending roughly $ 35,000. The place open in April this year by the Regional Civil Belait Brunei Jamain Haji Momin and this place actually open-up to attract more crowded fishing enthusiasts to come here and at the same time again to enliven the atmosphere here.

GENERAL INFORMATION

The Islamic Sultanate of Brunei Darussalam is situated on the northwest coast of the island of Borneo and on the coastline of the South China Sea with its boundary attached to the Malaysian State of Sarawak. The total land area is about 5,700 sq km and the capital is Bandar Seri Begawan. The climate is equatorial with temperature around 23-32 Degrees Celsius.

Islam is the Official religion of Brunei Darussalam and plays a central role in the life of every Muslim in Brunei Darussalam. Other religions include Christianity and Buddhism.

Population

The population of Brunei was estimated to be about 357,000 in 2004, the communities include mainly Malay, Tutong, Murut with a minority of Chinese and other races.

Political Structure

From the 14th to the 16th centuries Brunei Darussalam was the seat of a powerful sultanate extending over Sabah, Sarawak and the lower Philippines. By the 19 th Century, the Brunei Darussalam Empire had been whittled away by wars, piracy and the colonial expansion of European powers. In 1888 it became a British protectorate. Britain retained responsibility for the state’s defence and foreign affairs until 1984, when the sultanate became fully independent.

Brunei Darussalam’s political system is based on the country’s written Constitution and the tradition of the Malay Islamic Monarchy. Supreme executive authority vests with His Majesty the Sultan. The Prime Minister, who must be a Brunei Malay professing the Muslim religion belonging to the Shafeite sect, remains with The Sultan. The Ministers, including the Prime Minister, are appointed by The Sultan to hold office at the pleasure of His Majesty. Today they constitute the Council of Cabinet Ministers presided over by His Majesty the Sultan.

Infrastructure and Economy

The travelling time is between 1.5 hours and 3 hours from major Asian financial centers such as Hong Kong, Jakarta, Kuala Lumpar, Manila, Shanghai and Singapore to Brunei Darussalam. There are also direct international flights to other locations in Australia, Europe, Middle East and New Zealand.

Brunei Darussalam has a small but wealthy economy, which is growing at a slow and steady rate. It has remained stable with an average inflation rate of 1.5% over the past twenty years. The people of Brunei Darussalam enjoy a high quality of life with an estimated US$31,000 per capita income – the second highest in the ASEAN region. Brunei Darussalam’s economy has been dominated by the oil and gas industry for the past 80 years. Hydrocarbon resources account for over 90% of its export and more than 50% of its Gross Domestic Product. Today, Brunei is the fourth largest oil producer in South East Asia and the ninth largest exporter of liquefied natural gas in the world. Other primary resources include rice production, fruit farming, forestry and fisheries.

The official language is Bahasa Malay. Other languages use include English and Chinese.

Radisson Hotel (formerly Sheraton Utama Hotel Brunei)

RADISSON Hotel Brunei Darussalam will begin operations today as  it  takes over the property formerly occupied by Sheraton Utama Hotel in the heart of the capital. 

At the stroke of midnight, signages were replaced and upgrades,  which involve major  refurbishment works to the rooms and some minor  work on the lobby and back-of-the-house facilities, were set to be put in motion. 

Sheraton will be leaving Brunei after 29 years in the market. 

Stephen Ong,  managing director of Hotel Associates Sdn Bhd, said  in an e-mail   the Bruneian investment holding firm which owns the hotel is looking forward to commencing a new chapter in the hotel's history. 

"With our tie-up with Carlson Hotels Worldwide under the brand Radisson, we are confident the new management will bring fresh ideas and initiatives in ensuring that hospitality standards be maintained at a high level," he said.

Still, he added, "It was a sad moment for all of us as it is the end of a long chapter."  

US hotel group Carlson Hotels announced  on February 26,  it will be venturing into Brunei, taking over the 142-room hotel property  which was previously managed by Starwood Hotels and Resorts under the Sheraton brand name.

In a previous statement, Ong  touted  the investment holding firm's partnership with Carlson Hotels, noting  the strength of the Radisson brand globally will be the key in building the future success of the property. 

"This will be a contemporary, international full-service hotel offering all the upscale amenities and services desired by today's business travellers."

Ong  earlier said  the move is just a change in management. 

"We have had an excellent relationship with Starwood and Sheraton for the last 29 years (the hotel opened in 1981) and it's a mutual parting of ways. In recent years there is a misalignment of interest as to how we can develop this hotel further in terms of upgrading. So, we think it is more in our interest to move on with Carlson under the Radisson brand," he said. 

In connection with the rebranding that will take place today, Ong said they have in mind an upgrading programme over a period of 24 months. 

"The hotel will be of equivalent standard. We expect to maintain a high standard of service, just with a different image. We don't foresee this to change our star rating as Radisson is very strong in America, Europe, China, India and in this region, the Philippines and Thailand. It is definitely an international class brand," he added. 

Ong also said that room rates are expected to remain similar.

HOSPITAL, BRUNEI DARUSSALAM The main referral hospital in the country is Raja Isteri Pengiran Anak Saleha (R.I.P.A.S) Hospital, which is situated on a 42-acre site about 0.8 km from the heart of the capital, Bandar Seri Begawan. The hospital was officially opened on 28 August 1984 and is equipped with modern, cutting-edge medical technology. For Bruneian patients who require specialised treatment not provided in the country, they are sent abroad. In 2005, R.I.P.A.S. Hospital has:

The Raja Isteri Pengiran Anak Saleha Hospital (RIPAS) is the national hospital of Brunei. Designed by Alistair MacDonald and Partners (UK) it was officially opened on 28 August 1984.

It is located on a 42-acre (17 ha) site about 0.8 km from the heart of the capital, Bandar Seri Begawan.

The hospital has more than 600 beds and offers a wide range of services to the indigenous population. Healthcare in the public sector is free for Bruneians and foreign government workers.

Presently there is only one undergraduate medical school in Brunei but the government wishes to develop a formal medical training for students. The Institute of Medicine of the Universiti Brunei Darussalam was established on September 2000 and may in time grow into a full medical school. In the meantime the medical staff either have to come in from overseas, or locals have to travel abroad to receive a formal medical education.

As of 2007, the senior medical staff of RIPAS hospital are mostly trained from the United Kingdom, Canada, New Zealand and Australia.

The hospital also trains medical students from the University of Queensland, Australia.

Currently the hospital is not participating in any international healthcare accreditation scheme.

• Suri Seri Begawan Hospital (SSB)

The Suri Seri Begawan Hospital is Located in Kuala Belait, 107 km from the capital. With 183 beds, it is the second largest hospital in country and serves the people of Belait District. It was established in 1972 and is currently undergoing a multi million dollar programme of phased renovation which will give it facilities comparable to the best in the region.

Phase I of the project has been completed as has seen the commissioning of a modern Operation Theatre Suite and 16 private rooms. The new Out-patient and Casualty section has facilities including minor operation theatre for managing acute trauma patients as well as other emergencies requiring immediate resuscitation.

The Hospital also provides specialist services in: Internal medicine General surgery Pediatrics Obstetrics and gynaecology Ophthalmology Oral and maxillo-facial surgery Anaesthesia Dentistry Ear, nose and throat Dermatology Psychiatry Intensive care unit Special care baby unit Physiotherapy Occupational therapy; and Other support services Renal The clinical specialties are supported by a team of well qualified pharmacists. • Pengiran Isteri Hajah Mariam (PIHM Hospital)

The Pengiran Isteri Hajjah Mariam Hospital in Bangar, Temburong District, opened in 1987. This 50-bed hospital is staffed with medical officers and dental officers who provide:

In 2002, the Brunei government was looking at establishing a cardiac center in Brunei, because of the increasing numbers of patients that were sent overseas to Kuala Lumpur or to Singapore for cardiac treatment.. At the same time, Gleneagles International was also looking to expand in the region. It partnered with the Brunei government for this project. 

The CEO is the hospital is Dr. Peter Tay. Hospital employs over 120 staff, over 60 per cent of whom are Bruneians.

Currently the standards of the hospital have not been verified, as it is not participating in any international healthcare accreditation scheme.
